Check with someplace that sells marine paint, like a boat store.
You will need to strip it by using a paint stripper (a little messy) and or sand and wire brush it down. Then use a good metal primer then a good outdoor metal paint. Rustoleum is one brand.

it goes on almost anything inc rust, though best to remove all loose rust, and wire brush the rest.it requires no primer or undercoat and has 5yr guaranty. Apply fairly liberaly allow it to settle to smooth finish.
Tremclad..made for metal...prime it and paint it with Tremclad.
